The 2015-2016 report on “value for money” notes that Hydro-Québec has not seen fit to launch a call for proposals in due form to sell new equipment for the steam turbine of the plant. The corporation was limited to a restricted call for proposals to sell the equipment on the basis of an assessment “lax” in the market value of the property.

Equipment liquidated at bargain prices were delivered in summer 2011, just over a year before the announcement by the Parti Québécois government of the closure of the plant and the abandonment of the refurbishment project.
