The initiative to create in Ukraine the Ministry of veterans Affairs is an important step, and the process of its formation can be a good example of cooperation between the government and civil society. This was stated by U.S. Ambassador to Ukraine, Marie Yovanovitch, speaking at the international veteran and volunteer forum “where we, there – Ukraine” on August 22 in Kyiv, reports “Interfax-Ukraine”.
“The decision to create a Ministry of veterans Affairs was an important step,” she said.
As reported in 2017, the initiative for the creation in Ukraine the Ministry of veterans Affairs was the head of the Verkhovna Rada Committee for Affairs of veterans, combatants, participants of the ATO and people with disabilities, MP Oleksandr Tretyakov. “The results of the discussions at the parliamentary hearings on the theme strengthening social protection of war veterans, which was held in October 2016, at the round tables and conferences, our Committee together with volunteers and veterans have initiated the establishment of the Ministry of Ukraine on Affairs of veterans. This initiative was supported at the highest level”, – said the MP.
As noted by the head of profile Committee BP, with the creation of the Ministry of Ukraine can draw on the best international experience – USA, UK, Canada, Croatia and other countries where problems of veterans have learned to solve very effectively. According to Tretyakov, the idea of establishing specialized agencies for veterans has significant support in the community, as evidenced by a poll.
In 2017-2018, the delegation of the Committee on veterans ‘Affairs, led by Alexander Tretyakov twice visited the USA with the aim of experience exchange and networking with the Ministry of U.S. veterans, representatives of the Senate and Congress, as well as veterans’ organizations and foundations that have indicated the support and professional assistance in the implementation of Ukrainian initiatives.
“Experts of the Ministry of veterans Affairs the US is ready to assist the working group to prepare the creation of similar agencies in Ukraine. In addition, the American side provided us with information about their own structure, models and approaches to providing services to veterans,” – said Tretyakov.
We will remind that on February 27, 2018, the Verkhovna Rada adopted the resolution No. 2294-VIII, which appealed to the government to create the Ministry of Ukraine on Affairs of veterans and within a month to inform the Parliament on its implementation. Also on the basis of the relevant Committee set up a working group to prepare the creation of the new Ministry. Start of work of the Ministry of veterans Affairs was planned from 1 January 2019.
19 Jun 2018 Chairman of the Committee on veterans ‘ Affairs, combatants, participants of the ATO and of people with disabilities Alexander Tretyakov urged the Prime Minister Volodymyr Groysman to comply with the provisions of the Constitution and submit to the Verkhovna Rada the candidacy of the Minister of veterans Affairs. “The newly created authority will be effective without first-person authority”, – he said.
In June 2018, at the initiative of the relevant Committee in the National Academy of public administration has begun training for veterans to prepare them to participate in tenders for the civil service, including for work in the new Ministry. “The Ministry of veterans Affairs should work 30-40% of veterans. This experience is in other countries and, hopefully, will be embedded with us,” said Alexander Tretyakov.
