In Ukraine as of 15 August, the local authorities used only 44.1% of educational subvention. This was announced by the Minister of education Liliya Hrynevych in an interview with “Ukrainian truth”.
According to her, the Cabinet of Ministers in April distributed the money – about 1 billion UAH (998 thousand 800 UAH.).
“But there are areas that could not even collect the deputies of the regional Council to apportion that subvention among its local governments. As a result, depending on the work local authorities have a different situation in the areas of… as of August 15, the education subvention was used – that is made for these funds procurement – approximately 44.1% for the country,” she said.
The Minister noted that the Sumy region were used in 73%, and Mykolayiv is 10%.
“We have reason to doubt the data, presented in separate fields. Their rates seem to be significantly overstated, considering which indicators they filed a month ago and when I made the distribution of subsidy at the level of region. These communication problems also need to understand,” – said Grinevich.
The Minister added that the allocated funds cannot be spent on anything other than equipment, furniture and teaching materials for the New Ukrainian school. Ultimately, she said, all the necessary to appear in the schools.
According to Grinevich, delay the process and influence the tenders.
“A significant number of communities now has the tenders, however, influenced by the problems of our tender laws – because of them trades easy to disrupt or block. Given the competition on the market, this significantly delays the process and makes carry trades a few times. Therefore, there are problems, and they do not depend on the Ministry of education”, – commented on the situation Grinevich.
We will remind that earlier the Prime Minister of Ukraine Volodymyr Groysman announced that from September 1 in Ukraine, the first graders will be learning the new state standards and new classes, on equipment which this year allocated 1 billion UAH.
It should be noted that “the New Ukrainian school” — educational program for first graders in which the children will give more practice than theory. In addition, they will engage in classes with new appliances and furniture.
