The OSCE representative on freedom of the media, Harlem Desir expressed concern about bill No. 6688 on pre-trial blocking of sites, submitted to the Verkhovna Rada of Ukraine. This was reported on the OSCE website.
“I urge legislators to seriously reconsider the text of the bill and to balance security concerns with the right of citizens to free expression and free media,” said Desir.
According to him, the bill lacks provisions to ensure effective judicial review and due process against the decision on blocking access.
“Although I share the problem of national security of Ukraine, the draft bill should lead to specific and concrete measures aimed at protecting the principles of transparency, proportionality…” – said Desir.
Recall, 4 July the Committee of the Verkhovna Rada of Ukraine on issues of national security and defence has recommended MPs to adopt in the first reading the bill No. 6688 “On amendments to some legislative acts of Ukraine on counteraction to threats to national security in the information sphere”. Later in the Parliament are unable to bring the bill to the agenda.
