The Verkhovna Rada rejected the draft law No. 6634 of primary medical aid on principles of family medicine. An online broadcast of the led channel “112 Ukraine”.
The Parliament considered the draft law on the full procedure on Wednesday, 7 November, however, the vote decided to move on Thursday morning, as the session hall was not a sufficient number of deputies, despite the official registration on the morning of 341 deputies.
The bill was presented by one of the authors – Deputy Chairman of the Committee on health, MP from “Samopomich” Iryna sysoyenko.
“The bill proposes to determine which medical institutions are institutions of the first level. Directly is the centers of health medical assistance that in its composition must have outpatient family medicine. …In this bill we define that doctors of the first level are family doctors, pediatricians, therapists, and dentists. Therefore, the return of the dentist in the list of medical personnel doctors of the first level is the definition, essence and content of this bill,” said Sysoyenko.
According to her, are requested to leave FAPs (feldsher-midwife points) in rural areas, but to rename them “Health centers family medicine”.
Note that the profile Committee recommended that Parliament support this bill as a basis but made some comments.
The main thing scientifically-expert management in its judgement, criticised the bill and recommended to send it back for revision. Noted that the issue raised in the bill, are already largely regulated by laws and subordinate levels. Some provisions of the bill were criticized for their pretentiousness.
Called unacceptable such a rule: “for the development and improvement of material-technical base of subjects of conducting primary health care of state and communal ownership can be financed by the funds of enterprises, institutions and organizations irrespective of forms of ownership and management, as well as voluntary donations of natural persons”. The position explained by the fact that “donations” can be requested from patients.
We will remind, in the autumn of 2017, the Verkhovna Rada of Ukraine adopted the laws on health reform and telemedicine in rural areas.
The company “Doctor for each family” was launched on 2 April 2018. July 2, the state will allocate money for each patient – 370 UAH for maintenance during the year.
In October it was reported that over half of 19.5 million Ukrainians chose a family doctor, and more than half of the primary care already avtoremservis and signed contracts with the newly created National health service of Ukraine.
