The agreement on the establishment of an independent Ukrainian Church, which was signed by the President of Ukraine Petro Poroshenko and Patriarch Bartholomew, needs no ratification. This was stated by Deputy head of the presidential Administration Rostislav Pavlenko, transfers “112 Ukraine”.
It is expected that in the near future will be published the text of the agreement.
“I think that the document will be published. It is actually a framework agreement, which defines the foundations of the relationship because the separation of Church and state, and the state from the Church. We are talking about promoting the Church. Therefore, it is this status of the framework document. On the basis of framework nature of the document, it does not require ratification,” explained Pavlenko.
He noted that the agreement does not contradict the current Ukrainian legislation, since the law of Ukraine “On freedom of conscience and religious organizations” directly obliges the state to promote religious organizations in realization of their interests.
“Actually, this agreement. We are talking about what the government available means contributes to the formation of the Church, and the Ecumenical Patriarchate of available canonical ways it does,” – he stressed.
Pavlenko also noted that the rumors about the negative reaction of other local churches in the establishment of the Ukrainian Church are greatly exaggerated.
“We often hear that supposedly in other local churches is the rejection of the fact of creation of an independent Ukrainian Church, it is not. We see that most of the local churches took a positive neutral position of waiting, and after everything happens according to the canons, the agreement provides that the Ecumenical Patriarchate contributes to the fact that the Ukrainian Church will be recognized by other Orthodox churches, will occur the normal process of establishing contacts between the new Ukrainian Church and other Orthodox churches… the New Church is to establish its contacts with all the churches. After the election of the Primate, he will appeal to other Orthodox churches regarding the recognition, but the interaction and support of the mother Church will be just as important,” he said.
As a reminder, on 3 November, the President Petro Poroshenko and Ecumenical Patriarch Bartholomew signed the agreement “About cooperation and interaction between Ukraine and the Ecumenical Patriarchate of Constantinople”.
