Russia and the United States are committed to constructive dialogue on the issue of nuclear disarmament, because I understand that the further expansion of the arms race is too dangerous. The fact that today Moscow offers to do just this subject is not only a recognition of the fact that on this subject the easier to find common ground to resume the dialogue with, where it is easier to negotiate. It is also a demonstration of understanding that further expansion of the arms race, not so much race as simply the accumulation of military Arsenal in the first place, the build-up of aggressive acts and reducing the threshold of decision-making in the use of weapons is a signal that Moscow understands that this is something to do, because it’s very dangerous everything has become…”, he said.
