Ukrainian Institute of national memory (winp) appealed to the Prosecutor General’s office and the National police with an official statement in which asks to investigate the rejection of dismantling within the framework of the de-mosaicked images of Vladimir Lenin and Joseph Stalin, who is depicted on the water tower in the centre of Novgorod-Siverskiy (Chernigiv region). This was reported on the website of the Institute.
At the Institute of require to open criminal proceedings under article 436-1 ( distribution and public use of symbols of totalitarian Communist regime) of the Criminal code of Ukraine, and also to investigate this fact and to bring the perpetrators to justice.
“Violation of the law “About the condemnation of the Communist and national socialist (Nazi) totalitarian regimes in Ukraine and the prohibition of propaganda of their symbols” are not only these images of Lenin and Stalin, and also not removed the hammer and sickle on the building on Karl Marx street and not renamed Karl Marx street”, – stated in the message.
The Institute of national memory previously addressed in Novgorod-Seversky city Council, where it is believed that the “mosaic portraits of Vladimir Lenin and Joseph Stalin in the city center are not subject to de-communization, as they are neither monuments nor memorials, and a legal mechanism for their removal, including the local authorities is not stipulated by any legal act”.
We will remind that the Verkhovna Rada on 9 April 2015, passed a bill condemning the Communist and Nazi totalitarian regimes, banned their propaganda and symbolism. In February of this year, Director of Ukrainian Institute of national memory Vladimir vyatrovich said that the process of de-communization in our country is actually completed. He noted that in recent years was 1320 dismantled monuments to Lenin.
