The Verkhovna Rada adopted the draft law No. 6085 transgraniczna cooperation. Voted 234 people’s Deputy (this was preceded by three successful ballot).

The bill is aimed at the implementation of Protocol No. 3 to the European outline Convention on transfrontier cooperation between territorial communities or authorities concerning Euroregional associations, cooperation.
According to the explanatory Memorandum, in practice there are often situations when the European partners are ready to allocate funds to Finance certain projects or facilities, but the Ukrainian side can not be timely and fully meet its co-financing obligations. Accordingly, such projects are not implemented or their implementation is delayed.
It is noted that the purpose of the adoption of this bill – to provide a legislative basis for the formation and activities of associations of Euroregional cooperation, the European territorial cooperation obedineniy. Also the purpose of this draft law is the introduction of transparent conditions for state support of cross-border cooperation projects.
The law defines such concepts as cross-border cooperation, the Euroregional cooperation Association, the European Association of territorial cooperation, the agreement on cross-border cooperation and so on.
So, associations of Euroregional cooperation is a form of cross-border cooperation with a legal entity status to encourage, support, and development in the public interest cross-border and inter-territorial cooperation.
According to the document, cross-border cooperation coordinated by the Ministry of regional development with the participation of the Ministry of foreign Affairs. In particular, the Ministry of regional development approves the standard form of the agreement on cross-border cooperation, and it also provides a registry of such agreements.
The law regulates the principles on which the Union operates Euroregional cooperation. In particular, it should be a non-profit society, which does not intend to profit from the activity. And the activity is primarily in the development and implementation of joint initiatives, events, projects, programs and strategies cross-border cooperation.
The document spelled out exactly how such a Union is formed.
Also resolved the issue of financing the activities of such associations.
The law will enter into force on the day following its official publication.
Recall, the Verkhovna Rada endorsed the legislation for the Foundation in early June, 2017 245 votes of people’s deputies.
