The Verkhovna Rada rejected the bill No. 0195, which provides for the ratification of the Council of Europe Convention on access to official documents.

The Convention recognizes a broad right of public access to official documents in order to provide society a source of information, providing opportunities to form their own opinions about the state of society and public authorities, the efficiency and accountability of public authorities, thereby strengthening their legitimacy.
According to article 16 of the Convention, it shall enter into force on the first day of the month which occurs after the three-month period from the date on which 10 member States of the Council of Europe have expressed their consent that the Convention is binding on them. Moreover, as of 24 may 2018 15 States have signed and 9 have ratified it.
Note, the Convention on access to official documents was concluded on 18 June 2009 in tromsø (Norway). On behalf of Ukraine the Convention signed on 12 April 2018.
