The Verkhovna Rada registered the bill No. 9068, aimed at strengthening information security in Ukraine and counteraction to the aggressor state.
The authors of eight MPs led by the head of the Verkhovna Rada Committee on freedom of speech and information policy Victoria syumar; half of the authors – the chairmen of parliamentary factions (the Radical party, “Samopomich”, “people’s front” and “Block of Petro Poroshenko”.
The bill was developed in order to counter hate speech on television and radio, appears in the explanatory Memorandum.
The law on “Television and radio” offered to expand the list of content types that are prohibited for broadcasting on television and radio. In particular, avoid statements that justify or recognize the legitimate occupation of the territory of Ukraine, if the program is aimed at inciting enmity and hatred. Also propose to ban the use of terminology that contradicts the law on the reintegration of Donbass.
While evaluating the event it is necessary to consider the status of a person-the speaker, the nature and formulation of statements, the context and the threat of consequences.
The national Council on TV and radio want to charge to levy fines for violations of the relevant rules. Penalty – 25% of license fee (the same as for appeals to violent change of the constitutional system and waging a war of aggression or propaganda).
Note, the license fee shall appoint a national Council on TV Cabinet approved the methodology. The formula is tied to the size of the subsistence minimum for able-bodied persons take into account including the duration of broadcasting per day and the coverage (this can be a stream for the hotel, for settlement or for the whole Ukraine). It is clarified that the company has a month after the application of sanctions to resolve a violation – otherwise, the national Council goes to court with the claim about cancellation of the license.

“If we are not able to protect their internal information space, it will be difficult to talk about protection from external aggression. And, unfortunately, this summer, I can say that internally the information space were attacked, including by people who openly work for the aggressor”, – he said.
