The Verkhovna Rada of Ukraine rejected the bill number 7538 on the legal protection of inventions and utility models. Online broadcast of the plenary sessions led to the official channel “Rada”.
In support of the bill were 171 MP. The speaker of Parliament Andriy Parubiy suggested to return to consideration of a question, but it made only 183, and then 190 deputies. To send the document for revision of the votes is also not enough.
The bill is aimed at harmonizing the Ukrainian legislation with the norms that operate in the European Union.
According to the explanatory note, in Ukraine there is a situation where much more likely to register a utility model than invention, because it is easier and cheaper. However, the utility model need not be invention.
The document proposed a new model of legal protection of utility models. In addition, the bill proposes a number of innovations: expanding the list of technologies that are protected by law; the possibility of submitting applications in electronic form; additional protection of inventions; the possibility of suspension of the right of invention and utility model.
The bill discussed by the full procedure. Most discussions caused the document on inventions in the pharmaceutical field, in particular on the registration of innovative drugs.
Also during the discussion of the bill people’s Deputy from BPP Ivan Melnychuk drew attention to the absence in the chamber of the leader of “Batkivshchyna” Yulia Tymoshenko.

We will remind, in February, the Cabinet established the Council for intellectual property. The Council includes 30 people, including leaders of the bodies of Central Executive power, power structures, representatives of the legislative and judicial authorities, heads of enterprises and public organizations.
