The Verkhovna Rada Committee on taxation and customs policy gave a negative assessment of the draft law № 8626 authored by Victoria Voytsitskoy providing for the waiver of a transition to a free electricity market in favor of the formula “0,9 Rotterdam”. This was stated by the head of the Committee Nina Southerner, reported by “DS”.
“This is a special bill, and certainly not in the scope of our Committee. I can’t even analyze what it is you want to make changes to the Tax code. Apparently, there is some political basis. This bill, as it was not discussed in the expert community, in the tax Committee about it no one heard. I don’t know whether or not this bill a chance to be considered by the Committee. Because we have nearly 600 bills that have not yet been considered. In addition, we have 60 bills that were considered by the Committee, but not discussed in the hall. And it’s priority bills. So can we consider this bill even at the Committee meeting, I can’t predict,” – said Nina Southerner.
According to the Southerner, the Committee on fuel and energy complex of the complicated situation and disagreements on many issues, and perhaps because of this, they are trying to redirect their relevant issues to other committees of the Verkhovna Rada.
In turn, member of the Verkhovna Rada Committee on taxation and customs policy Robert gorvat said that the bill Voytsitskoy contrary to the law and common sense, as the Parliament cannot fulfill the function of a regulator in the energy sector.
“The Parliament must make the laws, and tariff design must deal with other structures if needed. And in General, we are for the market, personally I’m for the market. Ideally, there should be a market economy,” says Robert gorvat.
Agrees with him and another member of the Verkhovna Rada Committee on taxation and customs policy Alexander Kirsch. The MP believes that to regulate the tariffs to the Executive branch. In his opinion, the free market in the electricity sector it is planned to introduce from July next year, then there would be no need of a formula-based pricing. “It is unclear why the Parliament in General and tax Committee in particular considers the pricing of electricity. And what do you need NKREKU? Where does the Parliament to pricing?” – Alexander Kirsch.
Recall that the number of people’s deputies led by Deputy Victoria Voytsitskoy introduced bill No. 8626 “On amendments to the Tax code of Ukraine and other laws of Ukraine regarding cheapening of electricity.” The draft law is planned to replace the formula “Rotterdam+”, which has abolished the national Commission, and expires next year, the formula “0,9 Rotterdam”. This means that the Ukrainian thermal power plants will be able to lay a tariff for only 90% of the price of coal on the European stock exchange.
According to expert Andrei Gerus, Voytsitskoy bill was recommended by the parliamentary Committee on fuel and energy complex for inclusion in the work order of the current session. However, this document needs to go through the tax Committee under the leadership of Nina southerner.
Co-chair of the energy strategies Foundation Dmytro Marunych is confident that the draft law “0,9 Rotterdam” for 3 months will stop the power system of Ukraine. Director of energy programs of Razumkov Center Volodymyr Omelchenko said that the draft law No. 8626 is “deadlock, and populist”, and also violates the legislation of Ukraine, as it implies the empowerment of the Parliament of the uncharacteristic functions of tariff setting.
This is also the opinion of the head NKREKU Oksana Krivenko. In an interview to “channel 5”, she stated that the bill “0,9 Rotterdam” will leave Ukraine without import of coal, and to fill the shortage will be nothing.
The head of the Independent trade Union of miners Mikhail Volynets, for its part, reported that bill No. 8626 will lead to the destruction of the coal industry.
